It even says on the Wookieepedia that Stephen Stanton based his portrayal on the late Alan Rickman.
Alan Rickman was actually alive when this episode was recorded but by the time it aired Rickman had passed away. Stanton said in an interview with Collider Jedi Council it was an homage but not a memorial at the time he recorded it.

This is one of my favorite Rebels episodes
Stephen Stanton actually auditioned with several different voices. After a couple attempts, he felt the character needed to be very condescending. The most condescending person he could think of was Alan Rickman as Hans Gruber. Also, all of Chopper’s lines were written instead of beep-boops so Stanton could naturally respond and not assume what Chopper is saying.
